Update dependencies for 21.7

Rationale

Keeping dependency versions updated. We also take this opportunity to transition some of the modules to use the new BuildUtils.addExternalDependency method that provides the information to be used in populating the jars.txt file. We can then (eventually) remove the jars.txt file from git for these modules. I didn't bother to do this for individual modules at this time as it didn't seem worth it, so we'll just check in these files that Gradle generates.
