Detailed Description

Currently it's only possible to setup backups for new local wallets during the onboarding process. This should be extended to support the wallet import process.

Context

Provide similar onboarding create vs import wallet creation

@mrfelton @korhaliv was there a reason why backup functionality was disabled in the first place?

Looking at the code now it looks like these backup steps are explicitly disabled if we are importing a wallet from a seed.
