Problem Statement

As mentioned in #6191, we hope to receive better observability support.

Tracing will be a good choice. #6191 (comment)

Integrate OpenTelemetry
Add a feature gate to control whether this capability is enabled.

Acceptance Criteria

Add a feature gate to control whether this capability is enabled.
It is possible to display the time consumption of each processed resource at various stages.
"ns/name" can be used to generate a span ID.
