With #3421 merged we need to ensure that leader election is enabled when single controller deployments is configured, through --kong-admin-svc flag (or a corresponding env CONTROLLER_KONG_ADMIN_SVC)

Acceptance criteria

  • When Admin API service discovery is enabled leader election is enabled by default to prevent multiple KIC instances sending configuration to the same Gateway instance.
