Add kubernetes-configuration CRDs sync action

Problem statement

#1151 introduce kubernetes-configuration CRDs subchart.

In order to save time and make the process of syncing CRDs between https://github.com/Kong/kubernetes-configuration/tree/main/config/crd and https://github.com/Kong/charts/tree/main/charts/gateway-operator/charts/kubernetes-configuration-crds less error prone an automation should be introduced.

This issue tracks this effort.

Acceptance criteria

• As a developer of https://github.com/Kong/kubernetes-configuration, I can be assured that my changes will be propagated automatically to https://github.com/Kong/kubernetes-configuration/tree/main/config/crd.
