All templetes using "kong.no_daemon_env" get's old env values

As the title says, templates like migration-pre-upgrade and migration-init and migration-post-upgrade that uses the "kong.no_daemon_env" template function get old values, which causes them to have the KONG_HOST_URL always using the default namespace called "kong" regardless if the namespace got changed or not from the end user.
