Export only unmuted NLA strips

Describe the bug
Hi,
Since there is the issue 852 , I think this could be a bug. I tried to export my glTF (animation mode NLA Tracks) and I'm still able to export muted track

All my model are linked to a proxy file, where I use library override to add all my animation.

To Reproduce
Steps to reproduce the behavior:

1. Create file test1.blend
2. Create file proxy.blend
3. Link test1.blend inside proxy.blend
4. Make library override test1.blend
5. Add action action1, animate something, push to NLA
6. Add action2, animate something, push to NLA
7. Mute action2
8. Export with the following settings

Expected behavior
Only action1 track should have been exported

.blend file/ .gltf (mandatory)
muted_issue.zip

Version

• OS: Linux mint, windows
• Blender 4 (latest steam version)

I confirm that all tracks are taken in account for now when using "NLA Track mode" animation export.
Setting as enhancement to exclude muted ones.
