Package precompilation repeatedly precompiling some Base code

Looking at precompiling Plots with Base.PRECOMPILE_TRACE_COMPILE[] = "stderr" there are some methods that get precompiled into all dependencies, and they're not flagged as recompiles.

Shouldn't they all be able to reuse the code because the first dep to load covers them?

I guess they could be coming from package loading code so are hit before any deps are finished loading. Might make sense to put them in the sysimage if so. Doing that means about 10/148 Plots deps completely avoid native code generation.
