Travis: download moreutils from the release tarball (#26902)

* Update moreutils git repo location in .travis.yml

The old `kitenet.net` domain is down.  Checking on wayback, its pages had been throwing 302 redirects to this new domain.

* Try downloading tarball from http.debian.net
