@StefanKarpinski requests that we make it easy to get special machines for reproducing CI issues. I think these should be at least:
A windows machine
A machine capable of replaying the rr traces from CI (possibly with the custom kernel).
I think the easiest way to do this is to deploy a version of https://github.com/JuliaLang/BugReporting.jl/tree/master/S3Vendor_go to AWS lambda that authenticates people with their GitHub ID and if they're a member of the JuliaLang org will spin them up an AWS instance (for lets say 24 hours or until explicitly shut down).
