Subject: [PATCH] chore: reorder 2 BUG_REPORT.yml elements (#3943)

* Moved 'Steps to reproduce' section before Current/Expected behaviour.
* Moved 'Current behaviour' before 'Expected behaviour'.

This way it feels more natural.
