A separate independent instance of JAWS may be needed for Subject Matter Experts (SMEs) to monitor IOC alarms that are really debug logging messages. There appears to be a large number of existing alarms that aren't actually alarms as ops doesn't need to do anything when they are active, but experts want these notifications for themselves.

Note: to get started, someone needs to identify which existing "alarms" are actually debug messages and the easiest first step is just to assign them lowest priority P4_INCIDENTAL, which we can then filter out by priority from screens.
