"General file directory" is not respected when dropping a file

Checked with the latest development build

• I made a backup of my libraries before testing the latest development version.
• I have tested the latest development version and the problem persists

Steps to reproduce the behaviour

1. Library properties: Set pdf/ as directory
2. Drag'n'drop a PDF onto an entry
3. PDF is attached to the entry
4. PDF is put in the directory of the .bib file

Expected behavior:

PDF is put into pdf/ sub directory

Notes

• Note that the PDF still opens. Maybe some magic at JabRef's file open behavior?
• If the PDF is moved into pdf/, the PDF still opens

No (meaning "Search and store files relative to library file location" is checked). Nevertheless, the concrete setting of a library should overwrite the general JabRef setting.

No. The file was moved.

@koppor We recently talked about this in the latest dev call. And that's why the tooltip has been added. "It takes precedence over all other settings"

This IMHO is following directory

--> The code comment should be updated to reflect the wording of the settings dialog

3. preferences directory

This is the choice between these two

4. BIB file directory

This explains why the file can still be opened

Following order:
Option 1: Library -> user specified file directory
Option 2: Library -> general file directory
Option 3: Preferences directory : Main file directory
If Option 4 is used, then it takes precedence over all others!
Option 4 refers to the old "use bib file location as primary directory" (I liked that wording better!, now )
