Made changes to existing style, as per https://static.primary.prod.gcms.the-infra.com/static/site/hrlr/document/000_StyleguideHRLRApril2021.pdf?node=6027513f8e191a1c2e40. Summary of changes: removed first names for books & chapters in edited books cites; corrected website cites; corrected convention cites; corrected the handling of ibid for both pg and para cites, and fixed Bill references.
