Update PR CI workflow: Drop GHC 8.10 and add 9.10

GHC 8.10 was dropped from Hydra (CI) some time ago, so it needs to be
dropped from GitHub CI too. GHC 9.10 was broken a while ago in the
upstream devShell (input-output-hk/devx), but hopefully it is fixed now.
