It appears that IEEE games support .ogg audio files.
The following steps are required:

  • Expand the batch file so that it can be built and distributed appropriately
  • Test the .ogg files by installing them into the game
  • Give the voice set to a character and see if it works

  • "Expand the batch file so that it can be built and distributed appropriately"
    This is not necessary as the file extensions are not relevant during installation.
  • "Test the .ogg files by installing them into the game"
    This results in Infinity Engine not recognizing the OGG file extension
  • "Give the voice set to a character and see if it works"
    The sounds set in the sound customization menu are not visible and therefore cannot be selected
