Norwegian keyboard layout and voice input not working

Steps to Reproduce

1. Change the language settings to Norwegian
2. Click on a text box to make the virtual keyboard appear

Current Behavior

The norwrgian keybord layout is sweedish

Expected Behavior

The norwrgian keybord layout is norwrgian

Possible Solution

Context

The voice input seems to fail as well.

We do load the "no" locale for the keyboard. Not sure if anyone could provide an example of a norgewian keyboard versus the swedish one. Otherwise we'd google that
