Added else if for START_LOGGING and STOP_LOGGING in SerialInput in TARS-Software\ground\src\feather\main.cpp, added global variable datalog_is_running in TARS-Software\TARS\src\mcu_main\telemetry.h, added if statements for START_LOGGING and STOP_LOGGING in TARS-Software\TARS\src\mcu_main\telemetry.cpp handleCommand that change the global variable, added if statement contingent on datalog_is_running surrounding sd_logger.update() in TARS-Software\TARS\src\mcu_main\main.cpp
