Currently, users are prompted with terms of use and guestbook every time they download a file from every dataset.

In v3.6 we limited it to once per user per session. I am not 100% sure about whether it was per dataset/ guestbook or for the whole dataverse.

Spoke with Berkman people and they said we are fine having this appear once per session for an unregistered user and once per dataset for a registered user, as long as the Dataset Terms of Use haven't changed.
