In the JSF, when you click 'Publish' on a Dataset that belongs to an unpublished Collection, the Popup gives the options of publishing both.

To implement in the SPA, we need the Publish Collection useCase available.

Removing waiting label, since there is a PR for Publishing a Collection: IQSS/dataverse-client-javascript#182

Waiting for update in js-dataverse get the isReleased field from the owner collection. IQSS/dataverse-client-javascript#194
