Overview of the Feature Request

This is part 2 of #90

The backend logic to implement will support the filters for the file tab: File Type and Access.

This issue will potentially be split into spike issues depending on whether it is necessary to extend the API (dataverse core repository) and/or the js-dataverse module (dataverse-client-javascript repository).
