[sbt] icoscp-deploy plugin improvements #16

make sure deployment is done from master branch
properly make sure infrastructure repo is latest version (in a way consistent with the Ansible's check)
make sure sbt has been reloaded if build.sbt changed
make sure copyResources is always run after front end build during cpDeploy to production
add -e jarservice_githash=... to the Ansible command
