### What changes were proposed in this pull request? This PR aims to support K8s image building with Java 17. Please note that we need more efforts to achieve to run all tests successfully. ### Why are the changes needed? `OpenJDK` docker hub image switches the underlying OS from `Debian` to `OracleLinux` since Java 12.
