We need an automated way to ensure that the JPIP server running at GSFC is actually serving movies that JHelioviewer can read. At time of writing the JPIP server is down for reasons unknown. We don't know when this started. It is necessary to monitor the behavior of the JPIP server at regular intervals to ensure we are on top off interruptions to service.

Currently we check that the process is running, but we don't check if the process is returning any errors.

Would need to think about how we can have some health check for this.

To be clear, esajpip restarts if the process is not running.
