[Suggestion] Method to alter the input and output tank sizes for machines #1714

Is your feature request related to a problem? Please describe.
It's a pain to leave a whole large cell of a certain fluid in a machine when other machines could use it as well.

Describe the solution you'd like
A way to change the tank sizes within the UI of the machine. Similar to how fluid hatches have more storage as you increase the voltage tier, but have a drop-down menu to choose the size, 16000 mb, 32000 mb, etc (you get the idea) and a lock to prevent accidentally changing the tank size.

Fluid Regulators are the intended mechanism to Keep Exact specific amounts of fluids in machines, however there is a bug that is currently breaking that functionality.

I see. I'm assuming that bug has already been reported and you are working on it atm?

The issue was reported as #1705, however I have not personally had time to look into it.
