- Build and test on Windows 11 arm64 runners - Update vcpkg baseline and arrow port to the version introducing Windows arm64 support (microsoft/vcpkg#47750) - Install perl Time::Piece on Linux for OpenSSL 3.6.0 following vcpkg baseline update - Update build_windows.ps1 to detect architecture and look into community triplets when setting release mode - Adapt csproj and target files now that .NET Framework supports multiple architectures
