Signature verification caching

In the current signature verification logic, a separate ec-recover is performed for every signed input. However, if inputs share the same owner & witness index, they should be able to re-use the recovered identity. This would also mean that gas pricing should take into account the number of distinct witness indexes vs the total number of signed inputs.
