We need to start a docs folder that will eventually publish to a website for developers who want to use this project

@csharpfritz #107 mentions ReadTheDocs, do you have a preference for which docs lib is used, i.e. MkDocs or DocFX etc

I recently built a workflow with GitHub Actions to get DocFX building nicely and deploying to GH Pages, plus we can also produce API docs.
