The Problem

With an inverted axis, brush handles cursors are present only before the first resize

Reproduction

https://codesandbox.io/embed/basic-victory-example-x89et

Resize brush by pulling a handle, handle cursor disappears. If you inspect the elements you can see that the handles got misplaced:
