built on top of #1571, could be merged into that PR or directly into master.

  • drops julia 1.5 support (impossible to be compatible with that and with CUDA 3.0 and NNlibCUDA as well, unless we load NNlibCUDA only optionally, but than we cannot list it as a dependency and have appropriate compat bounds).
  • updates and cleans up the Project.toml
