Описание ошибки

Сборка в GitHub Action не проходит из-за проблем с проверкой работы сервиса mssql. Надо разобраться в чём проблема и починить эту сборку. Попробовать найти информацию как правильно эту проверку для GitHub Actions и MSSQL делать.
