Visiting a partial form and then going to a new form breaks

When a user visits a partial form, but doesn't complete it and then visits the original form to start a new, the old partial is loaded in the backend, causing overriding of original values

That would only work if "Page 0" is enabled, as per the Meridian use-case, a page 0 wouldn't be used.
