history, network.conf, xud-docker.log are owned by root. These should be created, or at least chowned to the current user.

UX problem: config files are owned by root and need root privileges to be modified

This was reported by @jgarzik and is definitely an annoyance, bumping prio - adding to UX project.

if it's difficult to achieve for all files, we can simply aim for sample-network.conf to be current user. That catches most cases.
