Fetch minimum order quantities from CEX #110

Currently, the minimum quantities are hardcoded reasonably high that Kraken/Binance will accept them.

This issue is about dynamically fetching the limits so that:

when the limits increase arby won't break
better support for all trading pairs (with current implementation we are required to hardcode the minimum)
