Add /unmute command and broadcast message for unmuted players #6419

Hello!
Currently, EssentialsX does not have the /unmute command to unmute a specific player.
I would like to suggest adding the /unmute command, and also broadcasting a chat message to all players when it is used.
Example message:
Player Ivan has been unmuted by Admin.
