Command to toggle the mail feature.

I have a small suggestion for EssentialsX. As you know, there are a number of commands that players can use to toggle certain features (such as "/msgtoggle" and "/tptoggle").

I would like to suggest the addition of a "/mailtoggle" command. This could be used by players to turn off the mail feature if they do not wish to receive mail. Of course, to ensure that administrators can override that, I would recommend including an "essentials.mailtoggle.bypass" permission node too.
