AddLLOSFieldsTestCase.py should test shapefiles as well as feature classes

Expected Behavior

We are trying to improve our unit test catalog to reduce the amount of manual checklist testing that needs done so that only tools that accept feature set inputs need tested manually. AddLLOSFieldsTestCase.py should test to make sure the tool runs properly with shapefiles as inputs.

Current Behavior

AddLLOSFieldsTestCase.py is only using feature classes as inputs.

Possible Solution

Context

This will reduce the time the team needs to spend on manual checklist testing.
