ERP test fails with gnu, but not intel on cheyenne, because of missing history file on restart

The test ERP_D.f10_f10_musgs.IHistClm50Bgc.cheyenne_gnu.clm-decStart fails on cheyenne with the gnu compiler, because the restart doesn't write out a history file like the base case does. However, this does work when the intel compiler is used. The same test also seems to have worked with the PGI compiler on yellowstone.

The namelists are the same between the case with gnu and with intel, so I'm not sure why the history file isn't being written.

This test is failing in the same way: ERP_D.f10_f10_musgs.IHistClm50Bgc.cheyenne_gnu.clm-decStart. This failure goes back to at least CLM tag r272 (that's as far back as I looked: I checked @ekluzek 's case directory from his r272 testing). We didn't notice this because it had been in the ExpectedTestFails list for this issue: ESCOMP/CTSM#65 . But now it's failing for the reason given here.

@ekluzek These tests passed again for me in my latest ctsm tag, about to come to master. I'm removing these two tests from the CTSM expect fail list:
