SA1200 in top-level programs

For imports in top-level programs, a SA1200 is reported for every import.

@sharwell this is back again with the latest 1.2.0-beta.354 build.

However it happens when using global usings from C# 10.

GlobalUsings.cs:

global using System;

Program.cs:

Console.WriteLine("Hello world!");

Note: I would try it on the daily quality .NET 6 SDK (the dotnet-install tool will then download and install .NET 6 rc.1 though).
