Feature Request: Add option to disable title bars for Linux and Windows

Summary

Title bars aren't always desirable and can sometimes not be drawn correctly (ex. tiling compositors in Linux), so there should option to toggle them on or off.
The option shouldn't be exposed for other environments since title bars aren't applicable there.

Drawbacks

I can't think of any since it won't be much of a maintenance burden. Users of other platforms also won't be impacted by this setting since it won't be exposed.
