Parallel environment stacks not possible

In a scenario where you want to provision a blue green stack to the same version environment, such as production, RDS creation fails because an RDS instance with the same name will already exist.

One option is to forego RDS creation, which would be a useful option anyway. An additional approach is adding a short stack id so that parallel RDS instances are possible.
