RabbitMQ integration

I want to limit the number of queues, and I have added the queues: parameter to the conf.yaml along with a list of 63 queue names. After restarting the agent it appears to be ignoring the parameter and list. And still generating a warning that my queue list exceeds 200. I have been unable to find any other examples of this setting. How is this supposed to be setup where it actually works?
