[test-optimization] [SDTEST-1983] Add commit sha to request of Test Management

What does this PR do?

With this change we upgrade the attempt_to_fix to the v4:

• We will send the commit_sha in the request attributes of the Test Management request tests.
• We will send 4 in the libraries capabilities of attempt to fix.

Motivation

We want to have our features updated to latest versions.
