hopper stops working in some positions

Not sure of all positions that break it, but this one seems to break after a bit

I've noticed this issue as well. It randomly stops moving items ( seems it happens when the chest it's flowing into becomes full, then the connected hopper stops flowing the items). I discovered if you place or remove an item in the hopper, or a block next to the hopper that has stopped, it seems to update it's state and items begin to flow again for a short time then stop.
