Command line output: add packages and issues summary #254

User story: As a Scout user I want to see a summary of the tool's execution to see that it ran properly.

Output components

Command line output should include:

Found issues details (Dylint output)
Packages on which Scout was executed: name, path and status.
List of found issues: package, issue type, location.
