Initial program of work for ClimaRivers.jl. Based on

1. construction of a 3-basin MWE working with a simple physically-inspired and calibration-ready model, and data pulled from online source
2. construction of global MWE working with a simple physically-inspired and calibration-ready model, and data pulled from online source
3. integration with ClimaLand
4. addition of robust data-processing into the appropriate repository
5. addition of new models to improve over the simple model
