Counterattacking happens with all martial arts #45100

Describe the bug

Characters counterattack when dodging/blocking regardless of which martial art is being used.

Steps To Reproduce

Make a character with a martial art that should not have a counterattack (e.g. Muay Thai, Ninjitsu). Find an enemy, get attacked. Counterattacks happen more frequently with higher combat skills, but will occur even at unarmed/melee 0.

Expected behavior

Only martial arts with counterattacks should enable characters to counterattack.

It looks like this was resolved by #45138, closing.
