Notify users with bAdmin permissions when there is a new release of ChurchCRM available

I might borrow some code. The author claims that it may be unstable, but it may have some good ideas for structure!

Also note that github does provide an API for the release with all into info

https://api.github.com/repos/churchcrm/crm/releases

also see a php client over it
