How to Move ChurchCRM

I'm moving ChurchCRM from development to production on another server/url. Can I simply

1. Upgrade to latest version on the dev site
2. Backup the database
3. Install the latest version on the prod site
4. Restore the database?

I've been looking for how to do this in the documentation and issues but I can't find the instructions anywhere.
