Describe the problem to be solved

PeerTube creates one transcoding job for livestreams, which transcodes every resolution enabled in settings. This can overload one specific runner instance.

Describe the solution you would like

I propose to make job for every transcoding resolution, so it can be distributed across many runners evenly.
